GAD director, coordinators attend training/seminar

Dr. Nelia C. Cresino, GAD director, attended the ‘Gender and Development Training among Members of the GADFPS’, sponsored by the Provincial Government of Cavite, at Azalea Hotel and Residences, Baguio City, 24-26 May.

Gov. Jesus Crispin C. Remulla, spearheaded the training, together with Board Member Reinalyn V. Varias, provincial administrators, department heads, and other members of the GADFPS, namely:Department of Labor and Employment; Social Welfare and Development – Cavite Chapter; Committee on Women and Children Protection Center; Provincial Environment and Natural Resources; Persons with Disability; and Cavite State University.

The said training aimed to capacitate GADFPS on mainstreaming GAD, Gender Tools and Guidelines, and GAD Planning and Budgeting. Ms. Lovely S. Mores of NEDA, discussed gender and social construct, gender issues resulting from gender construct, GAD policies and laws, duties and responsibilities of GADFPS, and Gender Mainstreaming Evaluation Framework (GMEF).

Part of the training was the workshop on the application of harmonized GAD guidelines using the generic checklist box 7-a. Mr. Donald James Gawe, also of NEDA, provided lecture on gender analysis and GAD planning and budgeting. The last day was spent on benchmarking around the city.

Meanwhile, Ms. Raecel A. Estebat, Ms. Sally A. Roguel, and Mr. Edgardo A. Gonzales, GAD coordinators, also attended the ‘Gender and Development Seminar for BAR Research Proponents: Integrating Gender in Research’, sponsored by the Department of Agriculture – Bureau of Agricultural Research (DA-BAR), 23-25 May.

The seminar was participated by representatives from Don Mariano Marcos State University (DMMSU), Apayao State College (ASC), Central Bicol State University of Agriculture (CBSUA), Central Luzon State University (CLSU), Mariano Marcos State University (MMSU), Isabela State University (ISU), University of Southern Mindanao (USM), Mindoro State College of Agriculture and Technology (MinsCAT), Ramon Magsaysay Technological University (RMTU), and Cavite State University (CvSU).

The said seminar was conducted to capacitate the SUC researchers to have a better understanding on the concepts of GAD and increase awareness and appreciate the relevance of gender in agriculture and fisheries R&D. Mr. Anthony B. Obligado, head of Technology Commercialization Division, BAR, welcomed the participants.

Ms. Loren Umali, DA-BAR GAD technical consultant, reviewed the basic gender orientation and GAD concepts, legal bases for gender mainstreaming, and Magna Carta of Women. She also discussed gender analysis, gender analysis tools, Harmonized GAD Guidelines (HGDG), importance of gender in agricultural research and application of gender in case studies. On the other hand, Ms. Maria Daryl Leyesa, discussed the gender situation in agriculture and fisheries.

The last day was devoted on integrating gender in BAR research proposals. Ms. Ethcel Libang, technical staff of BAR-TCD, shared pointers on how to prepare National Technology Commercialization Project (NTCP) proposals. The seminar was conducted at the 3rd Flr., Conference Room, DA-BAR Office, RDMIC Bldg., Elliptical Rd., cor. Visayas Ave., Diliman, Quezon City.
