The Cavite State University (CvSU) Gender and Development Resource Center (GADRC) has successfully conducted the two-day 2026 GAD Planning and Budgeting Workshop on July 8-9, 2025 at the CvSU Babaylan Training Room.

The workshop aims to enhance the knowledge and skills of all GAD Coordinators and Budget Officers in preparing their respective GAD Plan and Budget (GPB); identify programs, projects, and activities as well as the resources that will address gender issues to support the function and operational needs of the university; and enhance the awareness of the participants in valuing the GAD program as a tool in developing a highly gender responsive university.

Mr. King David J. Agreda, NGRP Batch 9 and President of the CvSU MOVE KATROPA, led the “Orientation on the Guidelines on the Preparation of the GAD Plan and Budget.”

Mr. Agreda emphasized the vital role of integrating GAD into the university’s programs, projects, and activities. This process ensures that all organizational efforts align with GAD principles, thereby promoting fairness and addressing gender-related concerns across all levels of university operations.

Mr. Agreda further emphasized the importance of not only identifying priority gender issues and selecting programs and activities, but also of evaluating their gender responsiveness. He highlighted the utilization of the key assessment tools such as the Harmonized Gender and Development Guidelines (HGDG) and the Gender Mainstreaming Evaluation Framework (GMEF) to ensure that proposed efforts are aligned with national GAD standards and objectives.

Through the comprehensive and participatory approach, Mr. Agreda effectively demonstrated how GAD integration can be strategically and sustainably embedded into institutional planning—grounded in real issues, guided by measurable outcomes, and supported by accountable structures. This collaborative evaluation process not only improved the quality of each GAD Plan but also promoted a deeper understanding of the strategic alignment between institutional goals. It reinforced the importance of continuous improvement, accountability, and evidence-based planning in advancing gender equality within the university setting.
