In pursuit of addressing the need to enhance the capacities of personnel in effectively attributing and integrating gender and development (GAD) in their respective Programs, Projects, and Activities (PPAs), the Cavite State University (CvSU) Gender and Development Resource Center (GADRC) headed by Dr. Ma. Cynthia Rundina- Dela Cruz successfully conducted an in- person seminar titled “From Plans to Progress: Institutionalizing GAD Attribution in University Operations” on July 30, 2025 at the Babaylan Training Room.
The activity aims to enhance the knowledge and understanding of designated personnel from various colleges, campuses, and units regarding the 5% GAD attribution requirement and its integration into the Office Performance Commitment and Review (OPCR). It also seeks to build the capability of these units to design and implement gender-responsive PPAs that align with both institutional and national GAD priorities.
Furthermore, the event intends to promote consistency, accuracy, and accountability in GAD planning, budgeting, and reporting across all academic and administrative units, while fostering a deeper appreciation for gender mainstreaming as a strategic approach to achieving inclusive and equitable governance within the University system.
To formally open the program, Ms. Janet L. Rodriguez, GAD Coordinator from CCAT Campus, delivered her opening remarks where she mentioned the significance of integrating GAD into various PPAs. She emphasized that the attribution shall not only be part of compliance but also, make it institutionalized in the university operation.
This was followed by Ms. Razelle Astudillo, in- charge of ceremonies, who presented the rationale and objectives of the activity.
Ms. Raecel A. Estebat, CvSU GAD Resource Pool, discussed the first topic “Gender Mainstreaming in Philippine Public Higher Education Institutions: Promoting Inclusive and Equitable Academic Communities” which included a series of workshop activities that helped GAD Coordinators and Budget officers to properly align their PPAs with their allocated budget.
The workshop activities included the identification of sex- disaggregated data of the faculty and staff that may be involved in the PPAs, classification of existing clients being catered, and presentation of their offices’ activities and programs.
Moreover, part of the participants’ training workshop application and output was the review and revision of their respective GAD Planning and Budgeting for the fiscal year 2026 which will be submitted to the GAD Resource Center on August 8 and will be discussed and presented further on August 11, 2025.
To formally conclude the program, Ms. Lady Joane B. Herrera delivered her closing remarks and grateful acknowledgement to the center for conducting the training and workshop that have capacitated and enhanced the ability of GAD Coordinators and Budget Officers. She also extended her appreciation to the resource person who warmly presented, discussed, and elaborated the topic in relation to institutionalizing GAD attribution in university operations.
