As part of the regional evaluation process, the Rafael M. Salas Kaunlarang Pantao Award (RMSKPA) Desk Review was held on June 18, 2025, with Cavite State University (CvSU), through the active participation of Dr. Cynthia Rundina-Dela Cruz, Director of the Gender and Development Resource Center, taking part in the activity as an official member of the 2025 Regional RMSKPA Committee (RRC).
CvSU joined representatives from the Commission on Population and Development (CPD), the Department of the Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD), Department of Health (DOH), and Philippine Statistics Authority (PSA) in assessing the documentation and performance of local government units (LGUs) vying for the award.
The RMSKPA is a flagship initiative of the CPD which aims to recognize and celebrate the outstanding efforts of LGUs in promoting and institutionalizing Population and Development (POPDEV) strategies.
This prestigious award underscores the importance of integrating population dynamics into local governance and development planning, with a focus on achieving inclusive, equitable, and sustainable growth.
For the 2025 cycle, the RMSKPA will honor LGUs that have demonstrated excellence, innovation, and measurable impact in implementing POPDEV programs within their communities. The evaluation will center on accomplishments and contributions made by nominated offices across the provincial, city, and municipal levels during the past three years (2022–2024). The award seeks to highlight the best practices and scalable models that advance human development through effective population management and responsive social policies.
