To gain a deeper understanding of the legal frameworks surrounding safe spaces, the University’s Gender and Development Resource Center (GADRC) organized a dynamic webinar on the legal dimensions of creating safe spaces through the Safe Spaces Act R.A. No. 11313 and CSC MC No. 11, series 2021, Introducing Amendments to the Administrative Disciplinary Rules on Sexual Harassment Cases on November 29, 2023, via Zoom video conferencing and Facebook Live.

On behalf of Dr. Hernando D. Robles, CEO VI, University President, Dr. Susan G. Tan, Director, GADRC delivered an empowering opening message, emphasizing the institution’s commitment to fostering safe and respectful spaces. Dr. Tan set the tone for an insightful discussion on legal frameworks aimed at curbing harassment and fostering a culture of respect.

Atty. Evelyn “Leo” D. Battad, Associate Professor at the University of the Philippines College of Law, discussed Bawal ang Bastos and the Safe Space Act R.A. No. 11313, which aim to create a safe environment for everyone, particularly women and LGBTQ+ members, by penalizing gender-based sexual harassment and that the law defines and prohibits catcalling, wolf-whistling, unwanted sexual comments, and any form of gender-based harassment that causes public humiliation.

Atty. Battad also discussed CSC MC No. 11, series 2021, which introduced amendments to the Administrative Disciplinary Rules on Sexual Harassment Cases, which impact the handling of sexual harassment cases within the Philippine Civil Service.

Following the legal discourse, Vice Presidents of the university including, Dr. Ma. Agnes P. Nuestro, Vice President for Academic Affairs; Dr. Melbourne R. Talactac, Vice President for Research and Extension; and Dr. Mary Jane D. Tepora, Vice President for Planning and Development, delivered powerful statements of commitment in ending Violence against Women (VAW). Their declaration reinforced the institution’s dedication to creating an environment free from harassment and discrimination.

Ms. Eileen I. Cubillo, Director, Human Resource and Development Office, delivered the closing message that encapsulated the significance of the legal insights shared during the webinar. Her message emphasized the collective responsibility to create safe and inclusive spaces within the university. Mr. Ariel R. Rivera, GAD Alternate, CvSU Naic Campus moderated this event.
